What Congress Has Been Doing Instead of Passing a Budget

Defending the country from foreign invasion isn't the only fundamental duty our moonbat overlords in Washington have been willfully neglecting. But who can blame them for not passing a budget, when they have so many more important items on their agenda?

Much as I like Sam Houston and beer, I would like a responsible, competent government even better.
