Fake Owls Dupe Bird-Watchers

Great news for Torquay, England — a block of apartments will not be need to be seized by government authorities to provide a habitat for the owls that have been spotted on the roof — because they're made out of plastic:

Husband and wife Ken and Fay Jackson couldn't believe their eyes when they spotted an owl in daylight on the roof of a block of flats opposite their Torquay home. …
The owls were checked at various times through the day and Fay even tried to contact Herald Express wildlife expert Brian Carter to investigate and take a photograph.
Good job she couldn't get hold of him. A check with the binoculars as the day came to a close revealed the owls were not all they were made out to be. They weren't clever, day-time stalkers. They were fake!

I thought plastic owls were meant to scare birds away, but maybe their true purpose is to keep nature nuts entertained indefinitely.

Here's an idea: how about if we place plastic spotted owls on top of the White House and Capitol? By the time the EPA figures them out and lets people back in the buildings, we will have made it to the 2012 elections without more damage being done.
