Rubber bullets? Makes me think of the British in Northern Ireland. Another nonlethal and simpler way (no special ammo needed) of using a firearm for crowd control is "skip firing" with a shotgun. Bounce some pellets off the pavement at a low angle and they'll sting like h#ll....the crowd will tend to move, too. The Army taught us that skip-fire was a serious old-school no-no, but they made sure we knew, ya know....
