Specter is a prime example of why there should be a mandatory retirment age for politicians of 70. Once they get that old they start acting goofy. Heck even my grandparents got goofy at that age - just saying whatever popped into their heads. I call it Joe Biden Syndrome.

Sorry, two afterthoughts. One is that progress in research is often zeroth-order in funding beyond a certain level, because progress becomes idea-limited (or time-limited; simply performing experiments takes time) rather than resource-limited.

The second is that spending on medical research ultimately drives up health care costs. Without advances, present-day therapies would become generic within roughly a decade (since most new drugs gain FDA approval with typically five years or so of patent life remaining). I'm not advocating this, but just pointing out that the optimum level of medical research funding is not "as high as possible."
