This is an old Brown trick, double counting money previously allocated, announcing money that will never come and assuming his own assumptions are correct about the future. Very little of what was announced was real, new "stimulus". Smoke and mirrors, the prop of the charlatan Brown has always been.

In this case used for his own domestic political reasons. He is desperately unpopular here. There is no way he'd win an election unless he brings in a triumphant solution to the world's economic problem. He can't do that (because no-one can, except by patience and economic freedom which don't look active enough to claim reward in advance) least of all the most over-rated man in politics. So he has just made it up, and conned the other leaders that they will gain politically by backing up his lies.
