The marines should be able to shoot to kill any vandal. They could easily identify the corpses of any masked person that way.

Even worse Adam - make their punishment enlistment into the USMC for a 4 year hitch, as the punishment.

Plus, they obtain some needed skills, comradeship, and REAL worth in purpose, instead of given a head full of mush
