This was reportedly presented as a drivers license at a traffic stop:
They must have been running a two-for-one deal at the DMV. Jose's girlfriend probably has one just like it, though hopefully with a different name.
You can see why the Dems want to get these "undocumented Americans" some documentation. Otherwise they end up making fools of themselves and a mockery of the rule of law, which is embarrassing for everyone.
