Handgun Ban Does Nothing to Lessen Violence in Chicago
It turns out suspending the Second Amendment hasn't turned out too well in Chicago:
Chicago outlawed handgun sales in 1981. In the past week, there have been 40 shootings.
Unfortunately Barack Obama — a product of the Chicago's leftist political milieu — is unlikely to learn much from this. He wouldn't want any bitter, law-abiding citizens clinging to their guns when only criminals are supposed to have them.

You're absolutely right. For this to work, the ban would have to be not just in Chicago and its suburbs, but in all of Illinois. And neighboring states as well.
Let's not give the Right Not Be Shot nuts any ideas.
If God didn't want us to love our guns, he wouldn't need to put that "well regulated militia" thing into the Constitution.

No Dan Q, for this to work, they would have to apply it exclusivly to CRIMINALS and to reafirm that ONLY people who are not engaged in a crime have the RIGHT to defend the lives and property of themselves and others.

KHarn, you're right of course.
We need to IDENTIFY ALL CRIMINALS (or those with a tendency to become criminals) and KEEP GUNS OUT OF THEIR HANDS.
This responsibility would logically fall to the Transportation Security Agency, since they're already doing this job of identifying criminals at airports.
I'm sure the citizens of Chicago won't mind periodically removing their shoes and belt buckeles and being wanded. If it means that we can be sure CRIMINALS aren't walking around with guns.
Maybe we should just make everyone take a test to determine their criminal tendencies. I'm sure Cheney's people have some good ideas on this.
