Ray Nagin on the Benefits of Crime
The joke known as Chocolate City Nagin admits that New Orleans' out-of-control murder rate sends a message that the city hopeless enough to reelect him Mayor even after the post-Katrina debacle is a very dangerous place. But on the positive side, it "keeps the New Orleans brand out there," no doubt bringing in tourists from around the globe curious to see first hand what murder and mayhem look like.
Tourism is the lifeblood of the New Orleans economy, though this industry may give way to federal handouts as a primary source of income.
On a tip from ToddonCapeCod.

He looks like a second string generalissimo from a third rate Banana Republic. Those stars and ribbons must be earned. I think he should return that uniform to Colin Powell.

James, I think he was just practicing his schtick as a funky doorman. Kind of a career backup, in case that should be needed.

Where the heck did this clown get the campaign ribbons and stars? Isn't the wearing of unearned medals a viloation of some law?

Texan, I think this was his Mardi Gras costume.
Then again, Nagin is so out there, maybe this is what he wears to work.
