Bureaucrats Go After Drowsy Drivers
The epic task of writing specific laws against all the things you should not do while driving continues. A law has been proposed in New York State that would make it illegal to drive while drowsy.
How are the police to know if you're drowsy? One of the indications listed is "difficulty keeping eyes open."
If driving with your eyes closed isn't already against the law, legislators still have some work to do.

The elites have been scheming for years to get the proles out of cars and into state-controlled mass transportation. On one side, the cost of vehicle ownership goes up and up as trial lawyers send the cost of car insurance sky-rocketing. On the other, the bureaucracy constantly lowers the bar on what sort of behavior will get you cited and your license taken away. Then, there's the carbon tax that Gaia cultists want to impose.
If it's not a conspiracy, it's at least a lot of people with the same goals pushing in the same direction.
