Outraging Public Decency
Further evidence that civilization is coming apart at the seams reaches us from the parking lot of a Wal-Mart in Tulsa, Oklahoma, where a woman's toes were licked as she loaded her groceries by a "Hispanic or Indian" man who had been lying under her vehicle.
If the suspect is caught, he'll face a misdemeanor charge of battery or outraging public decency.

Probably either a Democrat, an illegal alien, or a tofu-eating, moon-worshipping, yoga-practising Wiccan. I hear they do that sort of thing for ritual purposes.
