Oil Production Tanking Under Chavez

Bloomberg.com reports that Venezuela is launching a program to convert vehicles to run on natural gas in an attempt to free up more gasoline for export.
But... isn't Venezuela swimming in oil? Why would it have to resort to drastic measures in order to save a few drops?
Publius Pundit offers some clues:
Russia the breadbasket ran out of wheat.
Cuba the sugar king ran out of sugar.
Vietnam the rice bowl ran out of rice.
Not to mention Zimbabwe, the former breadbasket of Africa, which now subsists on UN Food Aid — as observed by V the K, who asks, "What is it all of these places have in common?"
If communists ran the North Pole, it would run out of snow.
