France to Use Nukes on Terrorist States?
Jacques Chirac has threatened to launch a targeted nuclear strike against any country that carries out a terrorist attack against France:
"The leaders of states who would use terrorist means against us, as well as those who would consider using in one way or another weapons of mass destruction, must understand that they would lay themselves open to a firm and adapted response on our part," warned Chirac. "This response could be a conventional one. It could also be of a different kind."
Encouraging as this tough talk on terrorism may be, it was probably wise of Chirac to leave open the option of a conventional response, should nuclear retaliation turn out to be empty bluster.
For France, a conventional response would probably be along these lines:

Given the timing vis-a-vis today's Bin Laden podcast, it's tempting to suspect that Chirac's message was prompted by some secret information regarding terrorist plans.
But it's probably more a response to calls to reduce government spending:
Chirac's government is under pressure to cut spending as it struggles to bring its public deficit below the European Union's deficit limit of 3 percent of gross domestic product.
"Our country's security and its independence have their price," Chirac said.(Which begs the question, "How much?")

Funny how the Left in this country (USA) is not calling Chirac a war monger, terrorist, etc. as they have President Bush, since he took office.

The "price of freedom" in France is that of paying off (i.e. appeasing) the terrorists. Chirac should be more efficient and just pay them off in explosives and weapons, directly supporting their war efforts against his country.
