New Orleans Mayor Goes Insane

All Headline News reports that Mayor Ray Nagin, "suffering from stress and a bit of paranoia," told CNN that the CIA is going to "wipe him out" for attempting to shift blame for the Katrina chaos onto President Bush.
You can't blame Nagin for feeling stressed. Despite the media predictably using the chaos in New Orleans as a pretext to attack the President, it's getting harder to ignore the fact that the lion's share of blame goes to the utterly useless local governments of Nagin and Governor Blanco:
As the picture becomes much more clear many in Congress believe that a total collapse of communications on the local and state level contributed to the catastrophic conditions the city of New Orleans has been under.
"It has become apparent that after President Bush declared the state of Louisiana a state of emergency a few days before the hurricane hit, communication with the White House and FEMA from city officials in New Orleans and the Governor collapsed," says Senator Dr. Bill Frist, who is currently helping victims with medical needs around the city.
It's doubtful that Nagin's mental problems will cause him to lose his place in line when it comes time to pass out the Federal candy:
"So this 10.8 billion dollar relief bill Congress is getting ready to pass, I hope they pass it quick because we're going to need some of it," Nagin pants.
Why do I get the feeling that, to the extent Nagin and/or Blanco are given control of this money, it will be about as well spent as the fortunes that have been flushed down corrupt dictatorships in Africa?
